Winchester's housing stock is old — 41% predates 1939 and roughly two-thirds predates 1960 — and the Town has an explicit electrification policy that adds load to those services. The Town's own page calls for electrifying heat, hot water, cooking, clothes drying and yard equipment. Eversource is the distribution utility; the Town's WinPower program is a supply-only municipal aggregation and does not change who owns the wires, restores outages or handles service work.

"WinPower does not replace Eversource, the electric utility in Winchester, which delivers electricity, repairs outages, and manages all electricity billing." Under WinPower, the Town manages only electricity supply sources; the program reports an 85% participation rate.

Most Winchester households are enrolled in a town program and may be unclear who to call; service upgrades, meter work and outages all remain Eversource matters.

The Town's Electrification page directs residents to "Electrify everything - heat, hot water, cooking, clothes drying, yard equipment," including replacing gas stoves with induction ranges and gas dryers with heat pump or electric dryers, with Mass Save incentives available.

Each of those swaps adds electrical load to a service that in many Winchester houses was sized decades ago — this policy is the practical driver of panel and service upgrade demand in town.

Winchester's Specialized Energy Code took effect on July 1, 2025. It applies only to new buildings, not renovations or additions, and a new building using any fossil fuel for heating, cooking, hot water or clothes drying must be pre-wired for later electrification of those appliances.

Building new in Winchester with a gas range, dryer or water heater means circuits run to those locations at build time. It also tells anyone renovating or adding on that the requirement does not apply to them.

Winchester prices residential electrical permits off amperage rather than job cost: on an existing home, $100 plus $50 for each 100 amperes of service increase, while a complete rewiring with no service change is a flat $200. The schedule took effect April 1, 2026.

A 100A-to-200A service upgrade carries $150 in permit fees, and a whole-house rewire reusing the existing service is a flat $200 however large the job. Work started without a permit is charged double.

Winchester's Master Plan housing report found, from assessor's office records, that nearly 1,400 housing units were built in town between 1920 and 1940 — including one-fourth of all two-family homes then standing. The report notes this interwar wave is not evident in federal census tables.

It shows where Winchester's oldest wiring concentrates. Homes from that era predate grounded branch circuits and modern service sizes, so panel replacements and added grounded circuits come up far more often there.

I needed a sewer line replaced on my property in Lowell. The issue was a complicated one but Will came out to assess the problem and gave me a fair price (much cheaper than another company!). Spencer Home Services put in a new main sewer line for me last August. Over the winter, the street patch settled a bit and started turning into a pothole. I called them up to see if they’d fix it under their warranty, and they were awesome about it. First, they sent someone out two weeks ago to run a camera down the whole pipe. They wanted to make sure the shifting dirt didn't cause any sagging or bellies underground, and they did the inspection with absolutely no pushback or extra fees. Once we confirmed the pipe was in perfect shape, they scheduled a crew to come back today to fix the road. They cut a clean square and put down a really solid, hot asphalt patch that's completely level with the street. I couldn’t be more grateful for the team from Spencer who came out after Monday’s blizzard to complete our CIPP sewer line repair. Oscar, Cesar, Chuck, and Bryan (who plowed out the driveway) were outstanding from start to finish! They addressed a sewer line with multiple root intrusions that had been causing blockages, as well as a cavity in the old cast iron pipe that was allowing runoff to leak back through the foundation and into the house. The team thoroughly prepped the line by clearing the roots and descaling the pipe. Once done, they shot the new pipe in and cured it so that we have a single continuous sewer line pipe to the city main. They also removed the aging cast iron wye connection and replaced it with a new PVC fitting. Throughout the entire process, they were incredibly kind, patient, and professional. I asked a lot of questions, and they were happy to walk me through everything - from the materials being used, to how measurements are taken, how the resin is applied, and how the curing process works. I truly appreciated the education and transparency. I now have a much better understanding of my home’s sewer system and the work that was done. They were also very respectful of our home, keeping the work areas clean and carefully protecting our light-colored carpet with drop cloths. After the work was done, they cleaned up everything and it was almost like they weren't here at all. They treated our home like it was their own. Also, thank you as well to Rich, who came out on Saturday to assess the situation and scope the line, and to Angel and the front office staff who answered my questions over the weekend on timing for the job and if a plow would be possible.
