Winchester documents its own drainage problem in unusual detail. The Town divides flooding into three types: surface water from the Aberjona River and Horn Pond Brook, street flooding where the drainage system is only designed for a 25-year storm, and basement flooding where rising groundwater pushes through hairline cracks under hydrostatic pressure — and it says plainly that river and street work "will not impact existing groundwater flooding issues." Its sewer regulations make the building sewer entirely the property owner's responsibility from inside the building to the town main, and expressly prohibit the cheap workaround of running a sump pump, roof leader or french drain into the sanitary sewer.

Winchester's Rules and Regulations Regarding the Use of Public Sewers and Storm Drains define the Building Sewer and state: "The property owner is responsible for all upkeep, maintenance, and repair of said Building Sewer from its origin in the building to its connection to the Town-owned sanitary sewer." Section 3.7 adds that all costs of installation and connection are the sole responsibility of the owner.

Section 3.3(c): "No connections shall be made to the Sanitary Sewer that are intended to discharge inflow. Such prohibited connections include roof leaders, roof drains, cellar drains, sump pumps, catch basins, french drains, and uncontaminated cooling water discharges. Building Sewers with existing inflow sources that discharge directly or indirectly to the Sanitary Sewer must have such sources of inflow removed... It shall be a willful violation of these Rules and Regulations to reconnect any inflow source that has been disconnected."

The regulations require that "Separate Building Sewers shall be provided for each unit within a multi-family home," and that pre-existing building sewers may be used with new or substantially rehabilitated buildings "only when they are found, on examination and test by the Director, to meet all requirements of these Rules and Regulations," at the applicant's cost. Discharging pumped groundwater from a sump with an intake inside a structure requires a permit from the Town Engineer.

The Town's Local Flood Hazards page states roadway drainage systems are "typically designed to accommodate the 25-year storm event"; that any property is susceptible to basement flooding from rising groundwater or underground springs pushing water through hairline cracks under hydrostatic pressure, with sump pumps and perimeter or French drains among the remedies; and that "the town's efforts to address street drainage problems and flooding along the Aberjona River and its tributaries will not impact existing groundwater flooding issues."

Spencer Home Services put in a new main sewer line for me last August. Over the winter, the street patch settled a bit and started turning into a pothole. I called them up to see if they’d fix it under their warranty, and they were awesome about it. First, they sent someone out two weeks ago to run a camera down the whole pipe. They wanted to make sure the shifting dirt didn't cause any sagging or bellies underground, and they did the inspection with absolutely no pushback or extra fees. Once we confirmed the pipe was in perfect shape, they scheduled a crew to come back today to fix the road. They cut a clean square and put down a really solid, hot asphalt patch that's completely level with the street. I couldn’t be more grateful for the team from Spencer who came out after Monday’s blizzard to complete our CIPP sewer line repair. Oscar, Cesar, Chuck, and Bryan (who plowed out the driveway) were outstanding from start to finish! They addressed a sewer line with multiple root intrusions that had been causing blockages, as well as a cavity in the old cast iron pipe that was allowing runoff to leak back through the foundation and into the house. The team thoroughly prepped the line by clearing the roots and descaling the pipe. Once done, they shot the new pipe in and cured it so that we have a single continuous sewer line pipe to the city main. They also removed the aging cast iron wye connection and replaced it with a new PVC fitting. Throughout the entire process, they were incredibly kind, patient, and professional. I asked a lot of questions, and they were happy to walk me through everything - from the materials being used, to how measurements are taken, how the resin is applied, and how the curing process works. I truly appreciated the education and transparency. I now have a much better understanding of my home’s sewer system and the work that was done. They were also very respectful of our home, keeping the work areas clean and carefully protecting our light-colored carpet with drop cloths. After the work was done, they cleaned up everything and it was almost like they weren't here at all. They treated our home like it was their own. Also, thank you as well to Rich, who came out on Saturday to assess the situation and scope the line, and to Angel and the front office staff who answered my questions over the weekend on timing for the job and if a plow would be possible.
