North Reading has no town-wide municipal sewer. Household wastewater goes to on-site septic systems under Title 5, and the town's own Board of Health rules go beyond the state code: a minimum 1,500-gallon septic tank, no percolation or water-table testing and no repair, replacement or upgrade installations between 1 December and 1 April unless the Board authorises it, and a requirement that a distribution box replacement be accompanied by the official Title 5 inspection form. The town is pursuing its first municipal wastewater system, estimated at $129.1 million at 30% design, and has a $1.875 million town-centre project under construction from August 2025 to August 2026 that connects six municipal buildings to the high school treatment plant. Until that system exists and reaches a given street, every drain problem in town is ultimately a septic problem.

North Reading's local Board of Health Title 5 regulations state that water and percolation testing shall not continue beyond 1 December to 1 April (weather contingent) for the repair, replacement or upgrade of existing failed systems unless authorised by the Board, and that no subsurface sewage disposal systems may be installed for repair, replacement or upgrade of existing systems and owner-occupied dwellings from 1 December to 1 April in any year unless the Board determines otherwise. A distribution box replacement must be accompanied by the Commonwealth of Massachusetts Title 5 official inspection form.

North Reading's local regulations also require that no building sewer, force main or gravity sewer serving new construction cross a wetland, or go off the property or into a private or public way, to reach a septic tank or soil absorption system; and that no subsurface leaching system or septic tank be built within 100 feet of any public surface water supply or tributary, or within 75 feet (single/duplex) or 100 feet (commercial/multiple dwelling) of the normal spring high water level of any pond, stream, brook, river, surface or subsurface drain, swamp or wetland.

North Reading's published septic fee schedule: new construction disposal system application and permit $450 (and a second listing at $500), soil test covering active and reserve leaching area $450, repair/upgrade application and permit $250, soil test (2 test holes and percs per lot) $450, single component such as D-box replacement, outlet tee, pump repair, riser or single pipe $200, disposal works installer licence $175 new and $175 renewal, septage hauler $200, revised plan fee from the second revision onward $200.

Under the town's proposed municipal wastewater system, property owners in the sewer service area will have a choice whether to connect unless their septic system is deemed in failure and the Board of Health determines a connection is required. A Sewer System Development Fee is proposed based on the number of residential bedrooms using Title 5's equivalent flow of 110 gallons per bedroom per day. The 30%-design estimate is $129,100,000, and delaying the project past the MassDOT Route 114 road-opening moratorium (estimated to run to 2034) would add roughly $43 million.

Spencer Home Services put in a new main sewer line for me last August. Over the winter, the street patch settled a bit and started turning into a pothole. I called them up to see if they’d fix it under their warranty, and they were awesome about it. First, they sent someone out two weeks ago to run a camera down the whole pipe. They wanted to make sure the shifting dirt didn't cause any sagging or bellies underground, and they did the inspection with absolutely no pushback or extra fees. Once we confirmed the pipe was in perfect shape, they scheduled a crew to come back today to fix the road. They cut a clean square and put down a really solid, hot asphalt patch that's completely level with the street. I had 2 mini split systems installed in my townhome on the second and third floors. The work was done carefully and with good attention to details both outside and inside by Charles Barragan and John Sacharczyk. I couldn’t be more grateful for the team from Spencer who came out after Monday’s blizzard to complete our CIPP sewer line repair. Oscar, Cesar, Chuck, and Bryan (who plowed out the driveway) were outstanding from start to finish! They addressed a sewer line with multiple root intrusions that had been causing blockages, as well as a cavity in the old cast iron pipe that was allowing runoff to leak back through the foundation and into the house. The team thoroughly prepped the line by clearing the roots and descaling the pipe. Once done, they shot the new pipe in and cured it so that we have a single continuous sewer line pipe to the city main. They also removed the aging cast iron wye connection and replaced it with a new PVC fitting. Throughout the entire process, they were incredibly kind, patient, and professional. I asked a lot of questions, and they were happy to walk me through everything - from the materials being used, to how measurements are taken, how the resin is applied, and how the curing process works. I truly appreciated the education and transparency. I now have a much better understanding of my home’s sewer system and the work that was done. They were also very respectful of our home, keeping the work areas clean and carefully protecting our light-colored carpet with drop cloths. After the work was done, they cleaned up everything and it was almost like they weren't here at all. They treated our home like it was their own. Also, thank you as well to Rich, who came out on Saturday to assess the situation and scope the line, and to Angel and the front office staff who answered my questions over the weekend on timing for the job and if a plow would be possible.
