Beverly is actively working on its private sewer connections, not just its mains. The City has contracted surveyors to inspect basements and private connections property by property, and states that as part of its regular sewer rehabilitation projects it has been rehabilitating select sewer service laterals — normally the owner's responsibility — at a cost in the range of $5,000 to $7,500 depending on pipe length. Everything Beverly collects leaves through a single coastal pump station at 135 Water Street on Beverly Harbor, and the interceptors that carry it to Salem are mostly more than fifty years old and run beneath Beverly and Salem Harbors. On the private side the rules are unusually explicit: gravity laterals must be PVC SDR 35, at least 4 inches, at 2% to 10% grade, with a manhole or cleanout at the midpoint of any lateral over 100 feet — and only contractors licensed as Digging Contractors in the City of Beverly can pull the sewer permit.

Beverly's sewer inspection letter to residents states that private inflow — stormwater from private property improperly directed to the sewer — is one of the primary contributors to sewer backups and overflows citywide, and that as part of regular sewer rehabilitation projects the City 'has taken the initiative of rehabilitating select sewer service laterals, which would normally be the responsibility of the property owner,' at a cost 'in the range of $5,000 to $7,500 depending on the length of pipe' which the City will cover in certain cases.

Beverly's sewer regulations require a $100 sewer permit fee plus, in most cases, a $100 dig permit fee, and no sewer permit will be issued to anyone who is not a licensed Digging Contractor in the City of Beverly, nor to any contractor with outstanding inspections, substandard trenches or missing as-built drawings.

Beverly requires gravity sewer lateral pipe to be P.V.C. Type SDR 35, not less than 4 inches in diameter, laid full size from the main to the P.V.C. schedule 40 or cast iron building connection, on a uniform grade of not less than 2% and not more than 10%. Laterals over 100 feet must have a manhole or cleanout at the midpoint or every 100 feet. Laterals must be at least 10 feet horizontally from and 18 inches below any water service or main. Any sewer service passing under or through a foundation must be cast iron or schedule 40 P.V.C. through a sleeve. Where ledge is encountered, rock must be removed to a minimum depth below the pipe and replaced with compacted bedding; changes in direction due to ledge are not allowed.

The South Essex Sewerage District, which treats Beverly's wastewater in Salem, owns and maintains approximately 29 miles of large-diameter interceptor piping and force mains. Most of this infrastructure is more than 50 years old and runs through environmentally sensitive areas including along the North River, the Danvers River, and beneath Salem and Beverly Harbors. SESD is preparing a 20-year capital needs assessment of it.

Spencer Home Services put in a new main sewer line for me last August. Over the winter, the street patch settled a bit and started turning into a pothole. I called them up to see if they’d fix it under their warranty, and they were awesome about it. First, they sent someone out two weeks ago to run a camera down the whole pipe. They wanted to make sure the shifting dirt didn't cause any sagging or bellies underground, and they did the inspection with absolutely no pushback or extra fees. Once we confirmed the pipe was in perfect shape, they scheduled a crew to come back today to fix the road. They cut a clean square and put down a really solid, hot asphalt patch that's completely level with the street. I couldn’t be more grateful for the team from Spencer who came out after Monday’s blizzard to complete our CIPP sewer line repair. Oscar, Cesar, Chuck, and Bryan (who plowed out the driveway) were outstanding from start to finish! They addressed a sewer line with multiple root intrusions that had been causing blockages, as well as a cavity in the old cast iron pipe that was allowing runoff to leak back through the foundation and into the house. The team thoroughly prepped the line by clearing the roots and descaling the pipe. Once done, they shot the new pipe in and cured it so that we have a single continuous sewer line pipe to the city main. They also removed the aging cast iron wye connection and replaced it with a new PVC fitting. Throughout the entire process, they were incredibly kind, patient, and professional. I asked a lot of questions, and they were happy to walk me through everything - from the materials being used, to how measurements are taken, how the resin is applied, and how the curing process works. I truly appreciated the education and transparency. I now have a much better understanding of my home’s sewer system and the work that was done. They were also very respectful of our home, keeping the work areas clean and carefully protecting our light-colored carpet with drop cloths. After the work was done, they cleaned up everything and it was almost like they weren't here at all. They treated our home like it was their own. Also, thank you as well to Rich, who came out on Saturday to assess the situation and scope the line, and to Angel and the front office staff who answered my questions over the weekend on timing for the job and if a plow would be possible.
