WALTHAM: Waltham's sewer ordinance is unusually specific about the private side of the line. All costs of installing and connecting the building sewer fall on the owner, every building needs its own separate and independent building sewer, and an old building sewer may only be reused with a new building if the City Engineer examines and tests it and the Director authorises it. Roof downspouts, exterior foundation drains, areaway drains and other surface runoff or groundwater may not be connected to a building sewer or building drain tied to the public sanitary sewer. Where the building drain sits too low for gravity flow, sewage must be lifted by approved means. On top of that, any work that adds wastewater or affects the sewer system triggers the city's infiltration/inflow requirement of four gallons removed for every one gallon added, with a fixed alternative fee for owner-occupied single-family houses.

Ordinance Sec. 16.33: "No person shall make connection of roof downspouts, exterior foundation drains, areaway drains, or other sources of surface runoff or groundwater to a building sewer or building drain which in turn is connected directly or indirectly to a public sanitary sewer." Sec. 16.32 requires the building sewer to be brought in below the basement floor where possible, and where a building drain is too low for gravity flow, sewage "shall be lifted by an approved means."

Sec. 16.28 places all costs and expense incident to the installation and connection of the building sewer on the owner. Sec. 16.29 requires a separate and independent building sewer for every building except as specifically authorised. Sec. 16-30 permits reuse of old building sewers with new buildings "only when they are found, on examination and test by the City Engineer and authorization by the Director, to meet all requirements." Sec. 16-27 sets a permit and inspection fee of $10 for a residential or commercial building sewer permit and $25 for an industrial one.

Any person changing, altering, repairing, adding to or improving property in a way that may impact the sewer system, or adding wastewater to an existing connection, must mitigate infiltration/inflow at a rate of four gallons removed for each additional gallon discharged. For flows at or under 2,000 gpd an applicant may instead pay a one-time fee of $1,000 per unit equivalency, except that owner-occupied single-family houses are charged $750. One unit equals three bedrooms, 330 gpd, or 4,400 square feet; a four-bedroom house is 1⅓ unit equivalencies and pays $1,400. Fees are subject to available balance in the city's sewer bank, and the City Council may abate fees for buildings existing as of the Administrative Consent Order dated 7 May 2003.

Great company, actually stands by their warranty!

Spencer Home Services put in a new main sewer line for me last August. Over the winter, the street patch settled a bit and started turning into a pothole. I called them up to see if they’d fix it under their warranty, and they were awesome about it.

First, they sent someone out two weeks ago to run a camera down the whole pipe. They wanted to make sure the shifting dirt didn't cause any sagging or bellies underground, and they did the inspection with absolutely no pushback or extra fees.

Once we confirmed the pipe was in perfect shape, they scheduled a crew to come back today to fix the road. They cut a clean square and put down a really solid, hot asphalt patch that's completely level with the street.

I couldn’t be more grateful for the team from Spencer who came out after Monday’s blizzard to complete our CIPP sewer line repair. Oscar, Cesar, Chuck, and Bryan (who plowed out the driveway) were outstanding from start to finish!
They addressed a sewer line with multiple root intrusions that had been causing blockages, as well as a cavity in the old cast iron pipe that was allowing runoff to leak back through the foundation and into the house. The team thoroughly prepped the line by clearing the roots and descaling the pipe. Once done, they shot the new pipe in and cured it so that we have a single continuous sewer line pipe to the city main. They also removed the aging cast iron wye connection and replaced it with a new PVC fitting.
Throughout the entire process, they were incredibly kind, patient, and professional. I asked a lot of questions, and they were happy to walk me through everything - from the materials being used, to how measurements are taken, how the resin is applied, and how the curing process works. I truly appreciated the education and transparency. I now have a much better understanding of my home’s sewer system and the work that was done.
They were also very respectful of our home, keeping the work areas clean and carefully protecting our light-colored carpet with drop cloths. After the work was done, they cleaned up everything and it was almost like they weren't here at all. They treated our home like it was their own.

Also, thank you as well to Rich, who came out on Saturday to assess the situation and scope the line, and to Angel and the front office staff who answered my questions over the weekend on timing for the job and if a plow would be possible. Every person I spoke with was friendly, responsive, and understanding.
