Wilmington is a septic town. Municipal sewer reaches about 15% of the town; the Town's 2001 Master Plan put roughly 5,500 to 6,000 single-family homes on on-site systems and described the public sewer as about 21 miles of gravity and force main from 8 to 36 inches with four town pumping stations. The Board of Health has adopted Title 5 with local additions that exceed the state minimums, and it enforces a hard seasonal calendar: percolation and water testing does not continue past November 30 except for systems already in failure, and no subsurface disposal system may be installed between December 1 and April 1 without a Board determination.

Wilmington's Board of Health regulations adopt 310 CMR 15.00 (Title 5) with superseding local additions including: 800 square feet minimum in a leach bed; 4-bedroom minimum flow per unit; distribution box outlets equipped with flow equalizer devices (except pump systems); distribution boxes with a riser to grade; septic tank outlet tees able to accept an optional outlet tee filter with a riser to grade; and minimum 600 square feet for any leaching chamber or GEO Mat system.

Section 5.9.9: "Water and percolation testing shall not continue beyond November 30 except for the repair, replacement, or upgrade of existing systems found to be in failure unless otherwise authorized by the Board of Health." Section 5.9.11: "No subsurface sewage disposal systems may be installed from December 1 to April 1 in any year unless otherwise determined by the Board of Health."

Section 5.7: the minimum elevation of the cellar, basement or lowest floor of a proposed building must be shown on the plan and must be a minimum of two feet above the adjusted springtime water level, with the expected springtime high water elevation determined by the Title 5 method.

A Board of Health well moratorium, effective 9/21/21 and "in effect until September 21, 2031," bars drilling, digging or developing any new water supply well for any purpose — potable, irrigation, commercial/industrial or agricultural — or changing an existing well from non-potable to potable, within the mapped areas of concern for the Olin Chemical and Sutton Brook Disposal Area Superfund Sites. Property owners in those areas must notify the Board of Health at least 14 days before transferring a property with a water supply well.

I needed a sewer line replaced on my property in Lowell. The issue was a complicated one but Will came out to assess the problem and gave me a fair price (much cheaper than another company!). Spencer Home Services put in a new main sewer line for me last August. Over the winter, the street patch settled a bit and started turning into a pothole. I called them up to see if they’d fix it under their warranty, and they were awesome about it. First, they sent someone out two weeks ago to run a camera down the whole pipe. They wanted to make sure the shifting dirt didn't cause any sagging or bellies underground, and they did the inspection with absolutely no pushback or extra fees. Once we confirmed the pipe was in perfect shape, they scheduled a crew to come back today to fix the road. They cut a clean square and put down a really solid, hot asphalt patch that's completely level with the street. I couldn’t be more grateful for the team from Spencer who came out after Monday’s blizzard to complete our CIPP sewer line repair. Oscar, Cesar, Chuck, and Bryan (who plowed out the driveway) were outstanding from start to finish! They addressed a sewer line with multiple root intrusions that had been causing blockages, as well as a cavity in the old cast iron pipe that was allowing runoff to leak back through the foundation and into the house. The team thoroughly prepped the line by clearing the roots and descaling the pipe. Once done, they shot the new pipe in and cured it so that we have a single continuous sewer line pipe to the city main. They also removed the aging cast iron wye connection and replaced it with a new PVC fitting. Throughout the entire process, they were incredibly kind, patient, and professional. I asked a lot of questions, and they were happy to walk me through everything - from the materials being used, to how measurements are taken, how the resin is applied, and how the curing process works. I truly appreciated the education and transparency. I now have a much better understanding of my home’s sewer system and the work that was done. They were also very respectful of our home, keeping the work areas clean and carefully protecting our light-colored carpet with drop cloths. After the work was done, they cleaned up everything and it was almost like they weren't here at all. They treated our home like it was their own. Also, thank you as well to Rich, who came out on Saturday to assess the situation and scope the line, and to Angel and the front office staff who answered my questions over the weekend on timing for the job and if a plow would be possible.
