Tewksbury controls who is allowed to touch its sewer and water system. Only contractors on the Town's Approved Drain Layers list may connect a building to the municipal sewer or water system, and the Engineering Division will only issue the permit to an approved individual. The Town is also blunt that a Professional Engineer is not required for a residential connection. Most of Tewksbury is sewered, with some properties still on septic, and the Board of Health has a specific path for houses caught mid-transition: Title 5 requires a septic inspection before a sale, but the Town will waive it where sewer construction is expected within two years and an enforceable agreement to connect is recorded at the Registry of Deeds, with the buyer required to connect within 30 days of the sewer becoming available.

Permits to construct, repair, extend or connect to the municipal sanitary sewer system or connect to the municipal water distribution system are only issued to an individual officially approved by the Town. Only Drain Layers on the Town's Approved Drain Layers list are authorized to perform work on the Town's sewer or water system. The Town also states that a Professional Engineer is not required for this work.

This is the single most actionable local fact in Tewksbury — a homeowner literally cannot hire a contractor who is not on the list, and the Town warns against firms selling unnecessary engineering.

Sump pump and foundation drain connections into the sewer are prohibited under the Town's by-law and are a significant source of inflow. To date, 27,000 linear feet of sewer pipe have been inspected by smoke testing, video pipe inspections, flow metering and sump pump tie-in investigation.

Many older Tewksbury basements have an illegal sump tie-in the owner inherited; disconnecting and rerouting it is real, compliance-driven work.

MassDEP mandated a five-year I/I reduction plan and annual reporting; Tewksbury submitted its plan in 2018. Peak infiltration in the East Street, Burnham Road and Andover Street sub-basins has been estimated at 15%, 68% and 31% respectively during the high groundwater season, and reduced pipe capacity has the potential to cause sanitary sewer overflows and residential sewer system backups.

Names the specific sub-basins where groundwater is overwhelming the sewer, which is where seasonal basement backups concentrate.

Title 5 requires a septic system inspection prior to the sale of any property, but Tewksbury's Board of Health will waive it where sewer construction is expected to be complete within two years of closing and an enforceable agreement to connect — a document signed by the Town, seller and buyer and filed at the Registry of Deeds — is instituted. The buyer must connect within 30 days of the sewer being available. Owners increasing sewage flow by adding bedrooms are not eligible for the waiver.

This is the exact situation a Tewksbury homeowner selling a house on septic near a sewer extension faces, and it is invisible on any generic Title 5 page.

Spencer Home Services put in a new main sewer line for me last August. Over the winter, the street patch settled a bit and started turning into a pothole. I called them up to see if they’d fix it under their warranty, and they were awesome about it. First, they sent someone out two weeks ago to run a camera down the whole pipe. They wanted to make sure the shifting dirt didn't cause any sagging or bellies underground, and they did the inspection with absolutely no pushback or extra fees. Once we confirmed the pipe was in perfect shape, they scheduled a crew to come back today to fix the road. They cut a clean square and put down a really solid, hot asphalt patch that's completely level with the street. I couldn’t be more grateful for the team from Spencer who came out after Monday’s blizzard to complete our CIPP sewer line repair. Oscar, Cesar, Chuck, and Bryan (who plowed out the driveway) were outstanding from start to finish! They addressed a sewer line with multiple root intrusions that had been causing blockages, as well as a cavity in the old cast iron pipe that was allowing runoff to leak back through the foundation and into the house. The team thoroughly prepped the line by clearing the roots and descaling the pipe. Once done, they shot the new pipe in and cured it so that we have a single continuous sewer line pipe to the city main. They also removed the aging cast iron wye connection and replaced it with a new PVC fitting. Throughout the entire process, they were incredibly kind, patient, and professional. I asked a lot of questions, and they were happy to walk me through everything - from the materials being used, to how measurements are taken, how the resin is applied, and how the curing process works. I truly appreciated the education and transparency. I now have a much better understanding of my home’s sewer system and the work that was done. They were also very respectful of our home, keeping the work areas clean and carefully protecting our light-colored carpet with drop cloths. After the work was done, they cleaned up everything and it was almost like they weren't here at all. They treated our home like it was their own. Also, thank you as well to Rich, who came out on Saturday to assess the situation and scope the line, and to Angel and the front office staff who answered my questions over the weekend on timing for the job and if a plow would be possible.
