Woburn runs about 130 miles of common sewer main on a separated system - sanitary and storm are distinct - and everything from the building drain out is on the property owner. Woburn's Title 13 is explicit: the owner owns the building sewer up to and including its intersection with the public sewer pipe, and maintenance, repair and replacement are the owner's sole responsibility, with a written DPW permit required even for repair work on an existing building sewer. The city names its own most frequent cause of back-ups as fats, oils and grease, and its own capital bids buy chemical root treatment by the linear foot alongside cured-in-place lining, so roots and grease are documented Woburn problems rather than assumed ones. Woburn is spending heavily to keep groundwater and stormwater out of that system - $7.87 million of sewer repair and relining in the FY2024-2028 capital plan, and $18.5 million of a $23.0 million MWRA infiltration/inflow allocation already drawn as of December 2025 - and it prohibits connecting sump pumps to the sanitary sewer.

Woburn Title 13 defines the Building Sewer as the extension from the building drain to the public sewer and states: 'The property owner owns the Building Sewer up to and including its intersection with the public sewer pipe, and its maintenance, repair, and replacement are the sole responsibility of the property owner.' The Building Drain (to 10 feet outside the wall) is likewise the owner's sole responsibility, and 'The maintenance and cleaning of a building sewer shall be the responsibility of the owner.'

Woburn requires a written permit from the Superintendent of Public Works for any work on a building sewer, including repair work on existing building sewers; permits are valid 90 days; the building sewer must be installed by 'a competent contractor who has been approved by the Superintendent'; connections must be made gastight and watertight and verified by testing; the Superintendent may require an internal television inspection of the service connection, and defects must be repaired before a permit is issued, which 'may require re-excavation'. A street opening permit and a performance bond of $5,000 or the cost of restoration, whichever is greater, are required for roadway or sidewalk disturbance.

Woburn's Capital Improvement Project #4 sewer rehabilitation bid purchased chemical root treatment of 871 linear feet of sewer and three manholes plus 5,325 and 3,032 linear feet of cured-in-place pipe with 51 and 62 service connection reinstatements, cementitious manhole lining, 11 manhole inflow dishes, and cutting of 12 protruding service connections - with a further 723 linear feet of chemical root treatment in the alternate bid.

Woburn's FY2024-FY2028 capital plan funds $7,870,000 of sewer repair and relining explicitly to reduce inflow/infiltration and cut the city's MWRA sewer assessment, supported by $1,492,500/year in MWRA grants and $475,000/year in interest-free MWRA loans, with the aging 'North Woburn Trunk' the major focus ($555,000 design in FY24, roughly $4,000,000 construction from FY25). Through December 2025 Woburn had been allocated $23,029,500 under MWRA's I/I Local Financial Assistance Program and drawn $18,505,500 (80%).

Spencer Home Services put in a new main sewer line for me last August. Over the winter, the street patch settled a bit and started turning into a pothole. I called them up to see if they’d fix it under their warranty, and they were awesome about it. First, they sent someone out two weeks ago to run a camera down the whole pipe. They wanted to make sure the shifting dirt didn't cause any sagging or bellies underground, and they did the inspection with absolutely no pushback or extra fees. Once we confirmed the pipe was in perfect shape, they scheduled a crew to come back today to fix the road. They cut a clean square and put down a really solid, hot asphalt patch that's completely level with the street. I couldn’t be more grateful for the team from Spencer who came out after Monday’s blizzard to complete our CIPP sewer line repair. Oscar, Cesar, Chuck, and Bryan (who plowed out the driveway) were outstanding from start to finish! They addressed a sewer line with multiple root intrusions that had been causing blockages, as well as a cavity in the old cast iron pipe that was allowing runoff to leak back through the foundation and into the house. The team thoroughly prepped the line by clearing the roots and descaling the pipe. Once done, they shot the new pipe in and cured it so that we have a single continuous sewer line pipe to the city main. They also removed the aging cast iron wye connection and replaced it with a new PVC fitting. Throughout the entire process, they were incredibly kind, patient, and professional. I asked a lot of questions, and they were happy to walk me through everything - from the materials being used, to how measurements are taken, how the resin is applied, and how the curing process works. I truly appreciated the education and transparency. I now have a much better understanding of my home’s sewer system and the work that was done. They were also very respectful of our home, keeping the work areas clean and carefully protecting our light-colored carpet with drop cloths. After the work was done, they cleaned up everything and it was almost like they weren't here at all. They treated our home like it was their own. Also, thank you as well to Rich, who came out on Saturday to assess the situation and scope the line, and to Angel and the front office staff who answered my questions over the weekend on timing for the job and if a plow would be possible.
