Rockport's sewer system was built starting in the 1940s and 1950s, and the material still tells you the era of the street you're standing on: the oldest Town Center lines are 6- to 8-inch vitrified clay, the late-1970s Pigeon Cove expansion used 8- to 18-inch asbestos cement, early-1980s work used cement-lined ductile iron, and recent repairs are PVC. The Town has been chasing infiltration and inflow since 2000 — metering by subarea, disconnecting sump pumps, and lining tens of thousands of feet of pipe — because the Pleasant Street plant is capped at 800,000 gallons a day. Anything outside the sewered area is septic, under Title 5 and Rockport's own supplemental septic regulations.

Rockport identified and disconnected 57 sump pump connections to the sewer, then completed roughly 18,000 linear feet of cured-in-place pipe lining in Subarea 5 (2011) and about 10,300 feet of CIPP plus 1,100 feet of main replacement in Subarea 6 (2016). In 2017 the Town formalised an I/I Management Program with MassDEP, and its inflow program focuses on disconnecting illegal sump pumps and roof downspouts.
Rockport's NPDES permit requires that if the average annual flow exceeds 80 percent of the plant's 0.8 MGD design flow (0.64 MGD), or there have been capacity-related overflows, the Town must report plans for further potential flow increases and calculate maximum daily, weekly and monthly infiltration and inflow.
The Town's April 2024 water and wastewater flow review chart annotates a past 'Sewer Connection/Extension Moratorium' period and an ACOP against the plant's discharge permit limit and an 80-percent-of-capacity target flow line.
